Institutional structure, volume of aid, partner countries
The guidelines for French development cooperation are identified by an interministerial committee for international cooperation and development (CICID), headed by the prime minister. Members are the ministers of the ministries for foreign affairs, economy, development, further nine other ministers as ex officio members and a representative of the prime minister. Implementing agency is AFD (Agence Francaise de Developpement).
Main partner countries are Ivory Coast, French-Polynesia and New Caledonia which together received more than 21% of available funds in 2002. The relation of aid volume to GNI rose strongly between 2002 and 2003 from 0,38% to 0,41% making France the third largest donor in the DAC with an allocation for development cooperation of more than 7,3 billion US$.
