Institutional structure, volume of aid, partner countries

German development cooperation is implemented two-fold: financial cooperation is under the responsibility of the Kreditanstalt für Wiederaufbau (KfW), while the Gesellschaft für Technische Zusammenarbeit (GTZ) is responsible for technical cooperation. Both work under the leadership of the German Federal Ministry for Economic Cooperation and Development (BMZ), located in Bonn. Further players involved in the process are independent foundations and NGOs.

BMZ's staff are around 600, mostly in Bonn while GTZ employees round up to 10.000, of which around 8.500 work in the field. Within KfW, around 300 employees work in the field of financial cooperation.

Main partner countries are Serbia, China, Bolivia and India, which together received 970 million US$ or more than 18% of all funds allocated. The relation of aid volume to GNI rose slightly in 2003 to 0,28%. However, Germany is the fourth largest donor of the DAC with a contribution of nearly 6,7 billion US$ in 2003.
