Institutional structure, volume of aid, partner countries
The USA are the largest donor with an aid volume of more than 15,7 billion US$ in 2003. The relation of aid volume to GNI between 2001 and 2002 rose slightly to a value of 0,13% and reached 0,14% in 2003. However, this small increase in percentage resulted in an increase of over 2 billion US$ between the years 2002 and 2003 dedicated for development cooperation.
USAID is the largest institution in the USA dedicated to development cooperation responsible for nearly 50% of the aid volume. Other institutions involved in the process are the State Department (18% of the aid volume), the Treasury Department (11%) as well as others (20%). USAID had 7.920 employees in 2002 with the majority working in the field.
Main partner countries are Egypt, Russia, Israel (!) and Pakistan which together received 13,3 billion US$ or more than 20% of all funds allocated. The following chart of OECD highlights the development cooperation activities of the USA.
